GOVERNMENT EMPLOYEES IN RSS: HASTENING THE END OF DEMOCRATIC-SECULAR INDIAN POLITY

The directive of the RSS-BJP government issued on dated July 9, 2024, stated that the government had “reviewed” instructions issued in 1966, 1970, and 1980, “and it has been decided to remove the mention of Rashtriya Swayamsevak Sangh (RSS) from the impugned OMs (Official Memorandums) dated 30.11.1966, 25.07.1970 and 28.10.1980”. The 1966, 1970 and 1980 directives were issued during the reign of Indira Gandhi banning participation of government employees in the activities of RSS and Jamaat-e-Islami. The 1966 directive which set the ball rolling stated that “No Government servant shall be a member of, or be otherwise associated with, any political party or any organisation which takes part in politics, nor shall he take part in, subscribe in aid of, or assist in any other manner, any political movement or activity.”

 

In fact, this directive was the continuation of the rule formulated by the home ministry under Sardar Patel. The Government Servants’ Conduct Rules 1949 prohibited the participation of government employees in political activities. It was done to ensure a neutral and non-partisan bureaucracy unlike the USA where the bureaucracy was normatively aligned with the ruling party described as ‘committed bureaucracy’.

The July 9 directive came to public notice only on July 23 which not only removed RSS from the category of political organization but also from being threat to democratic-secular Indian polity. Interestingly, the earlier pro-RSS Indian governments headed by Morarji Desai (1977-79) and Atal Bihari Vajpayee (for 1 month in 1996 and1998-2004) never thought it prudent to do this favour to RSS. It is also important to note that July 9, official order kept mum about Jamaat-e-Islami which was bracketed with RSS by Indira governments. This directive by the Modi government should dismiss all talks of rift between PM Modi and RSS. The former leaves no stone unturned to prove its loyalty to RSS and Hindutva project.

 

We need to compare the July 9, character certificate to RSS with written and spoken facts in the RSS domain. Has RSS ever been apolitical organization and loyal to democratic-secular India? It never was and is not even today. The opening of gates of RSS for bureaucracy is a dangerous ploy to destroy whatever noble survives in the largest democracy of the world in the last 10 years of Modi rule. Let us judge the reality by ourselves.

 

Is RSS a non-political organization?

 

We must compare the RSS claim that it is a cultural-social organization and has nothing to do with politics with the following two statements of M. S. Golwalkar, who headed the RSS after the death of the founder of the RSS, KB Hedgewar, and is considered the greatest ideologue of the organization till date. The first statement tells us about the kind of personnel who are sent to manipulate politics and what is expected of them by the RSS. While delivering a speech on March 16, 1954, in Sindi, Wardha, he said,

 

“If we say that we are part of the organization and accept its discipline then selectiveness has no place in life. Do what is told. If told to play kabaddi, play kabaddi; told to hold meeting then meeting…For instance some of our friends were told to go and work for politics that does not mean that they have great interest or inspiration for it. They don’t die for politics like fish without water. If they are told to withdraw from politics, then also there is no objection. Their discretion is just not required.”3

The second statement is also very significant which reads:

“We know this also that some of our Swayamsevaks [cadres] work in politics. There they have to organize according to the needs of work public meetings, processions etc., have to raise slogans. All these things have no place in our work. However, the actor should portray the character accepted to the best of his capability. But sometimes Swayamsevaks go beyond the role assigned to an actor as they develop over-zealousness in their hearts, to the extent that they become useless for this work. This is not good.” 4

We find here Guru Golwalkar referring to the Swayamsevaks loaned to political offshoot as ‘nat’ or performers who are meant to dance to the tunes of the RSS. This fact should not be missed here that Golwalkar’s above design of controlling the political arm was elaborated in March 1960 almost nine years after the establishment of Jansangh (the forerunner of the BJP) in 1951.

 

RSS has strong political ambitions and designs are further corroborated by a publication of the RSS. The central publication house of the RSS, the Suruchi Prakashan, Jhandewalan, New Delhi, published, Param Vaibhav Ke Path Par (1997) which gave details of more than 40 organizations created by the RSS for different tasks. The BJP as a political organization figures prominently in it at number 3, with the ABVP, Hindu Jagaran Manch, Vishva Hindu Parishad, Swadeshi Jagaran Manch and Sanskar Bharti etc.  The preface of the book itself declares that “without the knowledge of the different kinds of activities of the Sawyamsevaks (the volunteers of the RSS) the introduction of the RSS is incomplete. Keeping this in mind it has been attempted in this book to produce brief information about the diverse activities of the Sawyamsevaks. This book covers the organizational status till 1996…We believe that this book will prove to be of use for those who want to understand the RSS with the Swyamsevaks”. 5

RSS committed to build a Hindu state

If government employees are allowed to join RSS ‘shakhas’ it would be mandatory for them to recite following Prarthana (prayer) and Pratigya (oath), the recitation of which is must in each ‘shakha’.

 

Prarthana:

“Affectionate Motherland, I eternally bow to you/O Land of Hindus, you have reared me in comfort/O Sacred Land, the Great Creator of Good, may this body of mine be dedicated to you/I again and again bow before You/O God almighty, we the integral part of the Hindu Rashtra salute you in reverence/For Your cause have we girded up our loins/Give us Your Blessings for its accomplishment.” 6

Pratigya:

“Before the all-powerful God and my ancestors, I most solemnly take this oath, that I become a member of the RSS in order to achieve all round greatness of Bharatvarsha by fostering the growth of my sacred Hindu religion, Hindu society, and Hindu culture. I shall perform the work of the Sangh honestly, disinterestedly, with my heart and soul, and I shall adhere to this goal all my life. Bharat Mata Ki Jai.” 7 [Ibid, p. 66.]

 

Thus, the government employees will not be faithful to a democratic-secular India to serve which they took oath while joining the service but would be committed to subvert it into a Hindu theocratic state.

 

RSS denigrates the National Flag 

It is the outcome of its commitment to the building of Hindu nation that the RSS hates the Tri-colour and the Constitution of India, the two great symbols of our secular-democratic polity.

 

The RSS since its inception in 1925 demanded that India was a Hindu nation, and its national flag should be Bhagwa Jhanda (saffron flag) only. When the Constituent Assembly adopted the Tricolour as the national Flag, the RSS demanded the hoisting of saffron flag at the ramparts of Red Fort in Delhi and openly denigrated the choice of the Tricolour in the following words:

“The people who have come to power by the kick of fate may give in our hands the Tricolour, but it never be respected and owned by Hindus. The word three is in itself an evil, and a flag having three colours will certainly produce a very bad psychological effect and is injurious to a country.”

RSS committed to replace democratic-secular Indian Constitution with Manusmriti

How loyal the RSS is to the Constitution of India can be known by the following statement of Golwalkar, which is being reproduced from Bunch of Thought, which is not only selection of the writings of MS Golwalkar but also a Bible of the RSS cadres.

“Our Constitution too is just a cumbersome and heterogeneous piecing together of various articles from various Constitutions of Western countries. It has absolutely nothing which can be called our own. Is there a single word of reference in its guiding principles as to what our national mission is and what our keynote in life is? No.”10

In fact, RSS wanted this Constitution to be replaced by Manusmriti or Codes of Manu which is known for its derogatory and inhuman references to Untouchables and women. When the Constituent Assembly of India finalized the Constitution of India on November 26, 1949, RSS was not happy. It’s organ, Organizer in an editorial on November 30, 1949, complained,

“But in our constitution, there is no mention of the unique constitutional development in ancient Bharat. Manu’s Laws were written long before Lycurgus of Sparta or Solon of Persia. To this day his laws as enunciated in the Manusmriti excite the admiration of the world and elicit spontaneous obedience and conformity. But to our constitutional pundits that means nothing.”

There is no doubt that participation of government employees in the activities of such an organization which openly decries the national Flag, and the Constitution will only hasten the end of a democratic-secular India.

 

Anti-democracy

The RSS, contrary to the principles of democracy, has been constantly demanding that India be ruled under a totalitarian regime. Golwalkar while delivering a speech before 1350 top level cadres of the RSS at Madras in 1940 declared, “The RSS inspired by one flag, one leader and one ideology is lighting the flame of Hindutva in each and every corner of this great land.”11 [Shri Guruji Samagar Darshan, vol. 1, p. 11.]

 

This slogan of one flag, one leader and one ideology has directly been borrowed from the programmes of the Nazi and Fascist Parties of Europe. Thus, all those who will join the RSS bandwagon would naturally be anti-thetical to a democratic India.

 

Against federalism

The RSS is also dead against the federal structure of the Constitution, again a Basic Feature of the India polity. This is clear from the following communication of Golwalkar, which he sent to the first session of the National Integration Council in 1961. It read,

“Today’s federal form of government not only gives birth but also nourishes the feelings of separatism, in a way refuses to recognize the fact of one nation and destroys it. It must be completely uprooted, constitution purified, and unitary form of government be established.” [Ibid, vol. 3, p. 128.]

 

Imagine the bureaucracy which is supposed to be committed to the federal set-up of India would work to wreck it as per the wishes of RSS.

 

Role of RSS in Gandhiji’s murder

It is a matter of shame that government employees in India are being permitted to participate in the activities of an organization which was held responsible for the murder of Father of the Nation, Mahatma Gandhi by no less a person than Sardar Patel. Sardar as the first Home Minister of India, in a letter dated July 18, 1948 to a prominent leader of Hindu Mahasabha, Shyama Prasad Mookerjee, wrote:

 

“As regards the RSS and the Hindu Mahasabha, the case relating to Gandhiji’s murder is sub judice and I should not like to say anything about the participation of the two organizations, but our reports do confirm that, as a result of the activities of these two bodies, particularly the former, an atmosphere was created in the country in which such a ghastly tragedy became possible. There is no doubt in my mind that the extreme section of the Hindu Mahasabha was involved in the conspiracy. The activities of the RSS constituted a clear threat to the existence of Government and the State. Our reports show that those activities, despite the ban, have not died down. Indeed, as time has marched on, the RSS circles are becoming more defiant and are indulging in their subversive activities in an increasing measure.”13

If such are the philosophical commitments and activities of the RSS how can any patriotic Indian, what to talk of government employees, be allowed to participate in the RSS activities? It is high time that all those organizations and individuals who have faith in a secular-democratic India must ask the question that when ‘Maoists’, ‘Khalistanis’ and ‘Islamists’, ‘Urban Naxals’ etc. are routinely declared anti-national, jailed and hanged as they aim at subverting the constitutional set-up of India, why is it that RSS remains out of our scrutiny? It is unfortunate that Hindu Separatism is yet to be acknowledged as a serious threat to the Indian democracy despite its terrible anti-national and anti-humanity record. Soon central government offices and institutions are going to witness the functioning of RSS shakhas and boudhik shivir or ideological orientation camps preaching hatred against democratic-secular polity. One positive scenario could be that anti-Hindutva patriotic employees would confront these activities in the offices. Thanks to July 9 directive every office may be divided into two camps. This is how RSS is going to destroy the smooth functioning of the governing activities.

 

If Congress and other democratic-secular outfits are serious about saving secular-democratic India, they must legally and politically confront the RSS gang with the documents cited above. They also need to weed out the Hindutva elements from their ranks. The time is running out fast.

A majority of Muslims in pre-independent India were opposed to two-nation theory and creation of Pakistan, argues a book titled, “Muslims Against Partition” [Pharos Media & Publishing Pvt Ltd]
Author-scholar Shamsul Islam argues that the Muslim League under Mohmmad Ali Jinnah won a bulk of seats in the provisional assembly elections of 1946 as it had support of Muslim elite. The pre-independence India had restricted franchise which excluded masses of peasants, women, majority of small shop-keepers, traders who were not taxpayers, owned property or had high educational qualifications. “Only 28.5 per cent of the adult population of the provinces could vote in the provincial assembly elections of 1946. Economically and socially depressed portions were virtually disfranchised…for example in Bihar, the electorate consists of merely 7.8 per cent of the total population,” Islam writes while rolling out statistics to marshal his argument that the idea of Muslim League being sole representative of Muslims is based on shaky grounds.

Patriotic Muslims, in spite of having numerical strength, failed for united India’s cause due to their inability to organise masses, Muslim League’s reign of terror[ Muslim League created a quasi military Muslim National Guards, numbering over 3,00,000 in 1931 to instil fear. These “volunteers” physically attacked Maulana Abul kalam Azad, Dr Saifuddin Kitchlew, Maulana Hussain Ahmad Madani, Maulana Hifzur Rahman and many others] and a sustained machination from the British, a section of the Congress and right-wing Hindu radical outfits like the RSS and Hindu Mahasabha. According to the author, the Congress’ biggest crime was in choosing to negotiate with the Muslim League as if it was the only representative of the voice of the Muslims. Mahatma Gandhi too committed a folly of sorts when he addressed Jinnah as “Qaid e Azam” in his correspondence with Muslim League leader.
A majority of Muslim clergy of the pre-independent era were opposed to creation of Pakistan but educated-westernised Muslims like Jinnah and poet Mohammad Iqbal were successful in labelling them as “possessed bishops.” Maulana Hussain Ahmad Madani advanced composite nationalism or “one-nation theory” based on Islamic principles compatible with democracy and secularism, was constantly targeted by Iqbal, Jinnah and other League supporters. Ironically, persons like Jinnah, whose practical life did not manifest any religion and religiosity were able to score over those who served Islam and whose life was a model of righteousness.
Madani’s Jamiat e—Ulema remained bitterly opposed to partition. The All India Momin conference was a massive organisation from northern and eastern India representing backward castes among Muslims, mostly craftsmen, artisans and labourers numbering around 4.5 crore. Its 1943 resolution read, “patriotism and nationalism of the Indian musalmans will never tolerate vivisection of our dear motherland into several hostile states.” But the Muslim League, consisting of upper caste Muslims, Ashrafs, ignored Momin Conference simply because the organisation, in spite of its gigantic size, had few voters in the restricted franchise. Similar was the case of Majlis-e—Ahrar-e-Islam (assembly for freedom of Islam) that stood firmly for united India. Ahrar was crushed by the British for opposing Indian participation in World War II. Between 1939-1943, over 9000 Ahrar members were awarded rigorous imprisonment.
All Parties Shia Conference, All India Muslim Majlis, Krishak Praja Party Bengal, Ahle-Hadees, Anjuman-e-Watan (Balochistan), South Indian Separation Conference were some other prominent and influential Muslim organisations who were in opposition to partition.
Interestingly, throughout the freedom struggle, Urdu language and poetry was a strong tool opposed to divisive politics advanced by Muslim League. But in post independent India, Urdu is often described as a motivating force behind Pakistan. Sample this couplet by poet Shamim Karhani written in 1942, “Humko batlao tau kiya matlab hai Pakistan ka, jis jagah iss waqt mussalman hain, majis hae kya who jagah? Nesh-e-Tohmat se tere, Chishti kaa seena chak hai, jald batla kiya zameen ajmer keen a-pak hae” [Tell me what does Pakistan mean? Is this land, where we Muslims are, any less pure? Your slur has wounded Chishti’s breast; Quickly tell me, is Ajmer impure?”]
Professor Harbans Mukhia, eminent historian from Jawaharlal Nehru University (JNU), backs Shamul Islam’s formulations to the hilt is in foreword. According to professor Mukhia, a section of the Congress and British rulers helped Jinnah achieve his goal. The two-nation theory, Mukhia points out, was reinforced again and again by many national icons of pre-independent era such as Pandit Madan Mohan Malviya, Lala Lajpat Rai, V D Savarkar, M S Golwalkar, C Rajagopalachari and Sardar Vallabh Bhai Patel.
The real strength of Shamsul Islam’s work is evidence based arguments and focus on otherwise little known Allah Bakhsh who fought a valiant battle against the Muslim League. Bakhsh, a former chief minister of Sindh province had successfully organized a mammoth Azad Muslim Conference in 1940 to counter Jinnah’s Pakistan scheme. The English media press, which was largely in control of the British, had accepted that it was the most representative gathering of Indian Muslims belonging to the lower and working classes. Wilfred Cantwell Smith, in his book, “Modern Islam in India: A Social Analysis, Victor G. Ltd London 1946 wrote on page 231, “….there was no doubt that these delegates [Azad Muslim Conference] represented a majority of India’s Muslims. ”
However, by 1943, Bakhsh was killed, allegedly by League goons.

BJP IS UNDER HEGEMONY OF RSS: FACT CORROBORATED BY RSS ARCHIVES

Ram Madhav is the intellectual face of RSS. He was the RSS spokesperson for more than a decade (2003-2014) and was loaned to BJP in 2014, becoming its prime general secretary. Presently, he is a member of the RSS executive. It is expected that his narratives on different issues would reflect authentic RSS views. In a recent write-up (‘The kite-flying about RSS’, The Indian Express, May 25, 2024) he stated that those who were talking of RSS being part of the electoral politics were ‘kite-flying’ meaning falsifying the RSS stand to keep aloof from politics. It is interesting to note here that kite-flying did not begin with the detractors of RSS but by president of BJP, JP Nadda who on May 18 stated that “In the beginning we would have been less capable, smaller and needed the RSS. Today, we have grown and we are capable. The BJP runs itself. That’s the difference”.

Claim that RSS is a non-political organization

According to Madhav RSS long ago “after prudent consideration” decided to keep “a distance from the day-to-day and especially from, electoral politics”. However, RSS allowed swayamsevaks to join any political party which did not believe in violence and secret methods. In support of non-political RSS Madhav quoted the most prominent ideologue of RSS, MS Golwalkar who “summing up the RSS’s sentimental reticence for politics” declared that “Personally, I am outside politics” and “why should people drag us into politics? We are happy with them as politicians and ourselves as swayamsevaks”.

What do RSS archives tell?

We must compare the above statement of Madhav with the following two statements of Golwalkar. The first statement tells us about the kind of personnel who are sent to manipulate politics and what is expected of them by the RSS. The second statement is also very significant and clearly highlights the high level of political ambitions of the RSS. While addressing the leading RSS cadres at Indore on March 5, 1960 he said: “We know this also that some of our Swayamsevaks work in politics. There they have to organize according to the needs of work public meetings, processions etc., have to raise slogans. All these things have no place in our work. However, like the character in a play whatever role has been assigned should be portrayed with best of capability.” [Ibid, vol. iv, pp. 4-5.]

We find here Golwalkar referring to the Swayamsevaks loaned to political satellite as ‘nat’ or performers who are meant to dance to the tunes of the RSS. This fact should not be missed here that Golwalkar’s above design of controlling the political arm was elaborated in March 1960 almost nine years after the establishment of Jan Sangh (the forerunner of the BJP) in 1951.

RSS created Bhartiya Jan Sangh (1951) and BJP (1980)

The claim that BJP is an independent political organization and does not work under the dictates of the RSS needs to be compared with the facts available in the official publications of the RSS. The central publication house of the RSS, the Suruchi Prakashan, has published a book, Param Vaibhav Ke Path Par (The Road to Great Glory) by a prominent RSS leader, Sadanand D Sapre, in 1997 giving details of more than 40 organizations created by the RSS for different tasks. The BJP as a political organization figures prominently in it, clubbed with the ABVP, Hindu Jagaran Manch, Vishva Hindu Parishad, Swadeshi Jagaran Manch and Sanskar Bharti. 

In this book the BJP figures at number 3 in the list of prominent organizations created by the RSS. This book gives details of the creation and development of Bhartiya Jan Sangh (the forerunner of the BJP) and then BJP by the RSS for the purposes determined by the latter.

In the light of the above disclosures in the RSS publications Madhav must do serious introspection when he stated that RSS members like Balraj Madhok and Shyama Prasad Mookerjee founded the Bharatiya Jana Sangh in 1951 independently. It is also to be noted that this entry into electoral politics by RSS was in blatant violation of the promise which Golwalkar made to Sardar Patel as a condition for lifting ban on the RSS after the murder of Gandhiji. It also was in direct contravention of the Article 4 (B) of the constitution of the RSS which to quote Madhav “categorically states that ‘the Sangh, as such, has no politics’”.

WHITE-WASHING CRIMES OF VEER SAVARKAR!

The biography of Savarkar titled SAVARKAR AND THE MAKING OF HINDUTVA [Princeton, 2024] by Professor Janaki Bakhle of University of California is part of campaign of rehabilitation of VD Savarkar as Indian nationalist, nationalist historian, rationalist, a social reformer, and crusader against Untouchability. It is first time after Dhananjay Keer’s official biography of Savarkar titled VEER SAVARKAR (1950) that primary Marathi resources have been relied. Professor Bakhle passes Savarkar with faith in Hindutva or Hinduness, which was nothing but Hindu separatism, as a great role model of Indian nationalism. As a flag-bearer Hindutva he refused to accept Muslims and Christians as part of Indian nation. Interestingly, Jinnah and Muslim League (ML) were rightly declared as opponents of Indian nationalism because they did not believe in an all-inclusive Indian nation.

About other credentials of Savarkar as narrated by Professor Bakhle one wonders how these could be true when he criticized Shivaji for not allowing rapes of Muslim and Christian women (‘Perverted conception of virtues’ in Six Glorious Epochs, p. 450), as a diehard Casteist he declared Manusmriti as most worshippable after Vedas (‘Women in Manusmriti’). I wish Professor Bakhle had gone through Hindu Mahasabha (HM) presidential addresses of Savarkar in which he declared Hindus and Muslims as two ‘antagonistic nations’ living in India (1937 HM session at Ahmedabad), justified running of coalition governments with Jinnah led ML in 1942 (1942 HM session at Kanpur), sided with the colonial masters in suppressing Quit India Movement 1942 (Kanpur session) and joined the British war efforts in the World War II when Subhash Chander Bose was trying to organize liberation army from abroad (Kanpur session).

Author for reasons known to her only did not take note of a crucial primary source material, Vinayak Damodar Savarkar’s Whirlwind Propaganda: Extracts from the President’s Diary of his Propagandist Tours Interviews from December 1937 to October 1941, published by HM. It is a must-read work for anybody who wants to know the real Savarkar. It was published in 1941 and was edited by A. S. Bhide, a close confidant of Savarkar. This book, according to its Preface, was “primarily meant to serve as an authoritative text and faithful guide to the propagandists, workers and leaders of the Hindu Mahasabha movement in particular, and the Hindu public in general, enlightening the lines of practical application of the fundamental ideology of the Hindu Sangathan Movement to the various detailed questions and problems which face the Hindus today”. In this record we find Savarkar proposing to the British Queen that if Britain planned to relinquish power it should hand over India to the Nepal King as he was the king of all Hindus of the world. This Diary contains Savarkar’s letters to Sanatani Hindus that HM would never support law for compulsory entry of Sudras in Hindu temples or support laws which would interfere in the personal laws of Hindu brethren. Sadly, this work has disappeared from libraries, but I can provide a copy.

Lastly, this work is completely silent on the 1911, 1913, 1914 1918 and 1920 Mercy Petitions of Savarkar in which he begged for release from the Cellular Jail as a ‘prodigal son’ who wanted to return to the ‘parental doors of the Government', thus securing a remission of almost 40 years out of 50 years' conviction.

आरएसएस से स्वतंत्र भाजपा: क्या आप मजाक कर रहे हैं श्रीमान नड्डा?

 आरएसएस से स्वतंत्र भाजपा: क्या आप मजाक कर रहे हैं श्रीमान नड्डा?

बीजेपी अध्यक्ष ने पत्रकारों लिज़ मैथ्यू और पी वैद्यनाथन अय्यर (द इंडियन एक्सप्रेस, दिल्ली, 18 मई, 2024) से बातचीत में दावा किया कि

आरएसएस एक सांस्कृतिक संगठन है और हम एक राजनीतिक संगठन हैं...आरएसएस एक वैचारिक मोर्चा है। आरएसएस और भाजपा के काम करने के अपने-अपने क्षेत्र बहुत स्पष्ट रूप से स्थापित हैं।

 

यह पहली बार नहीं था कि आरएसएस और बीजेपी के रिश्ते को लेकर यह झूठ बोला गया हो. आरएसएस के अंग्रेजी मुखपत्र ऑर्गेनाइजर ने 6 फरवरी 2000 के अपने संपादकीय में इस झूठ का सहारा लेते हुए लिखा:
आरएसएस कोई राजनीतिक दल नहीं है। यह चुनाव में भाग नहीं लेता है और न ही इसके पदाधिकारियों को किसी राजनीतिक दल का पदाधिकारी बनना है। आरएसएस के पास कोई चुनाव चिह्न नहीं है और न ही इसके नेतृत्व या सदस्यों ने कभी राजनीतिक पद पाने का प्रयास किया है। यह एक सामाजिक-सांस्कृतिक संगठन है जो सभी राष्ट्रीय गतिविधियों को प्रेरित करने का प्रयास कर रहा है।”

आरएसएस लगातार यह प्रचार करता रहता है कि वह एक सामाजिक-सांस्कृतिक संगठन है और उसका राजनिति से कुछ लेना देना नहीं है। इसी तरह भारतीय जनता पार्टी के श्रेष्ठ नेता जो ज्यादातर संघ के प्रचारक हैं यह कहते नहीं थकते कि भाजपा एक स्वतंत्र राजनैतिक संगठन है। यह एक ऐसा झूठ है (और ऐसे झूठ सिर्फ़ आरएसएस से जुड़े लोग ही बोल सकते हैं) जिसे पूरा देश जानता है। स्वयं आरएसएस के दस्तावेज़ों में मौजूद निम्नलिखित सच्चाइयों से भी यह बात पूरी तरह स्पष्ट हो जाती है कि यह देश की राजनीति को आरएसएस अपने शिकंजे में लेना चाहता है।

आरएसएस के सब से बड़े दार्शनिक गोलवलकर ने राजनीति को संचालित करने की अपनी योजना की व्याख्या करते हुए उन्होंने 5 मार्च 1960 को इन्दौर में आरएसएस के विभागीय उच्च स्तरीय कार्यकर्ताओं के एक अखिल भारतीय सम्मेलन में बताया किः

“हमें यह भी मालूम है, कि अपने कुछ स्वयं सेवक राजनीति में काम करते हैं। वहां उन्हें उस कार्य की आवश्यकताओं के अनुरूप जलसे, जुलूस आदि करने पड़ते हैं, नारे लगाने होते हैं। इन सब बातों का हमारे काम में कोई स्थान नहीं है। परन्तु नाटक के पात्र के समान जो भूमिका ली उसका योग्यता से निर्वाह तो करना ही चाहिए। पर इस नट की भूमिका से आगे बढ़कर काम करते-करते कभी-कभी लोगों के मन में उसका अभिनिवेश उत्पन्न हो जाता है। यहां तक कि फिर इस कार्य में आने के लिए वे अपात्र सिद्ध हो जाते हैं। यह तो ठीक नहीं है। अतः हमें अपने संयमपूर्ण कार्य की दृढ़ता का भलीभांति ध्यान रखना होगा। आवश्यकता हुई तो हम आकाश तक भी उछल-कूद कर सकते हैं, परन्तु दक्ष दिया तो दक्ष में ही खड़े होंगे।

आरएसएस राजनीति में किस तरह के स्वंयसेवक भेजता है और उनसे क्या उपेक्षा करता है इसका ब्योरा स्वंय गोलवलकर ने 16 मार्च 1954 को अपने एक भाषण में इन शब्दों में दियाः

“यदि हमने कहा कि हम संगठन के अंग हैं, हम उसका अनुशासन मानते हैं तो फिरसिलेक्टीवनेस’ (पसंद) का जीवन में कोई स्थान हो। जो कहा वही करना। कबड्डी कहा तो कबड्डी; बैठक कहा, तो बैठक जैसे अपने कुछ मित्रों से कहा कि राजनीति में जाकर काम करो, तो उसका अर्थ यह नहीं कि उन्हें इसके लिए बड़ी रुचि या प्रेरणा है। वे राजनीतिक कार्य के लिए इस प्रकार नहीं तड़पते, जैसे बिना पानी के मछली। यदि उन्हें राजनीति से वापिस आने को कहा तो भी उसमें कोई आपत्ति नहीं। अपने विवेक की कोई ज़रूरत नहीं। जो काम सौंपा गया उसकी योग्यता प्राप्त करेंगे ऐसा निश्चय कर के यह लोग चलते हैं।

गोलवलकर के ये वक्तव्य इस सच्चाई को अच्छी तरह जगज़ाहिर कर देते हैं कि आरएसएस कितना गै़र-राजनितिक संगठन है! इस वक्तव्य से यह सच्चाई भी उभर कर सामने आती है कि आरएसएस राजनीति पर अपना प्रभुत्व जमाने के लिए किस-किस तरह के षड्यंत्र करता है और हथकंडे अपनाता है।

भाजपा आरएसएस का ग़ुलाम संगठन

आरएसएस के दस्तावेज़ इस बात की गवाही देते हैं कि भाजपा आरएसएस का एक ग़ुलाम संगठन है। आरएसएस के केन्द्रीय प्रकाशन संस्थान का नाम सुरुचि प्रकाशन है। इस प्रकाशन ने 1997 में एक पुस्तक छापी जिसका शीर्षक था, ‘परम वैभव के पथ पर’, इस किताब की भूमिका में इस प्रकाशन के महत्त्व को इन शब्दों में बयान किया गयाः

“स्वंय सेवक जितने प्रकार के कार्य करते हैं उनके परिचय के बिना संघ का कार्य अपूर्ण है इस बात को ध्यान में रखते हुए स्वंयसेवकों द्वारा किये जा रहे विविध कार्यों की संक्षिप्त जानकारी इस पुस्तक में प्रस्तुत करने का प्रयास किया गया है। इसमें वर्णित संघठनात्मक स्थिति 1996 तक की है। किसी स्थायी कार्य को प्रारम्भ किए बिना जो सामायिक महत्व के कार्य स्वंयसेवकों ने किए हैं, पुस्तक के अन्त में उन्हें भी सम्मिलित किया गया है। विश्वास है कि स्वंयसेवकों के साथ जो संघ को समझना चाहते हैं, यह पुस्तक उनके लिए भी उपयोगी सिद्ध होगी।

इस पुस्तक में आरएसएस द्वारा जनम दिए गए 30 से ज़्यादा संगठनों का वृत्तांत है। इन संगठनों में अखिल भारतीय विद्यार्थी परिषद, विश्व हिन्दू परिषद्, सेवा भारती, स्वदेशी जागरण मंच, और हिन्दू जागरण मंच के साथ-साथ तीसरे नम्बर पर भारतीय जनता पार्टी को रखा गया है। आरएसएस ने 1951 में भाजपा के पहले रूप जनसंघ को एक राजनैतिक दल के रूप में किस तरह खड़ा किया, इसका भी विश्लेषण इस पुस्तक में किया गया है। भाजपा आरएसएस की छत्रछाया में जिस तरह काम करती रही है इसे इन शब्दों में बयान किया गया हैः

“भाजपा ने कुछ महत्त्वपूर्ण विषयों पर राष्ट्रव्यापी जनजागरण करने की दृष्टि से समय समय पर रथ यात्राओं का सफल आयोजन किया है। इनमें प्रमुख हैं श्री लाल कृष्ण अडवाणी की 1990 कीराम रथ यात्रा’, डा0 मुरली मनोहर जोशी की 1991 कीएकता यात्रा’ (श्रीनगर यात्रा) इन यात्राओं ने सांस्कृतिक राष्ट्रवाद की अवधारणा को जन-जन तक पहुंचाने का और जनता में राष्ट्रभाव-जागरण का कार्य किया है।

हमें इस बात का जवाब ढूंढना होगा कि आखिर क्यों अचानक नड्डा ने बीजेपी की आरएसएस से आजादी की घोषणा कर दी है।  वास्तव में, ऐसी स्थिति की कल्पना गोलवलकर ने 1960 में ही कर ली थी जब उन्होंने कहा था कि कभी-कभी स्वयंसेवक एक कलाकार (नट) को सौंपी गई भूमिका से आगे बढ़ जाते हैं क्योंकि उनके दिलों में अति-उत्साह विकसित हो जाता है, इस हद तक कि वे इसके लिए बेकार हो जाते हैं। यह अच्छा नहीं है।" 
आज आरएसएस का नेतृत्व कर रहे मोहन भागवत और उनके प्रमुख विश्वासपात्रों का गोलवलकर से कोई मुकाबला नहीं है जो अपने राजनीतिक बच्चे, भाजपा को नियंत्रित कर सकते थे। मोदी (एक राजनीतिक नेता के रूप में गोलवलकर द्वारा प्रशिक्षित), एक विश्व गुरु, हिंदू हृदय सम्राट और हिंदुत्व आइकन ने हिंदुत्व के झण्डा बरदार आरएसएस को निरर्थक बना दिया है। अब मोदी आरएसएस हैं! 

आरएसएस ने एक ऐसे जिन्न की परवरिश की है जो इस को भी निगल जाएगा। नड़ड़ा ने साफ़ कहा है कि “शुरू में हम अक्षम होंगे, थोड़ा कम होंगे, आरएसएस की जरूरत पड़ती थी। आज हम बढ़ गए हैं, सक्षम हैं तो भाजपा अपने आप को चलाती है।"

आरएसएस को यह समझ जाना चाहिये कि राजनीति के साथ धर्म के घालमैल का यह एक स्वाभाविक परिणाम है जिस की क़ीमत उस ने चुकनी ही होगी।  गोलवलकर ने 1940 में ही घोषणा कर दी थी कि "आरएसएस एक ध्वज, एक नेता और एक विचारधारा से प्रेरित होकर इस महान भूमि के हर कोने में हिंदुत्व की लौ जला रहा है"। मोदी ने आरएसएस के इस सपने को पूरी तरह से पूरा किया। जब मोदी धर्मनिरपेक्षता, संवैधानिक आरक्षण, राष्ट्रीय संस्थानों और सांप्रदायिक सद्भाव को ध्वस्त करने के लिए आगे बढ़े तो हिंदुत्व के कट्टरपंथियों ने जश्न मनाया, लेकिन यह भूल गए कि अगर एक हिन्दू सम्राट बनना है तो मोहन भागवत और उनके हिंदुत्व साम्राज्य को भी जाना होगा। मोदी के अश्वमेध-यज्ञ का शिकार आरएसएस को होना ही होगा!
